For the last six years the City and the University of Washington have been engaged in a long process of updating the 1978 Master Plan for the Arboretum. The new plan, which is to guide the development of the park for the next 30 years, began with an initial scoping report in 1994 and then was followed up with a draft plan published in 1997.

The Culture, Arts and Parks Committee will hold a public hearing on the Arboretum Master Plan on Wednesday, March 28, at 5:30 p.m. The hearing will take place in the City Council Chambers on the 11th floor of the Municipal Building, at 600 4th Avenue, between Cherry and James. This will be a joint hearing with the Board of Park Commissioners. Sign-in begins at 5 p.m. in the lobby outside the Chambers.

The Department of Parks and Recreation has released the Final Environmental Impact Statement (EIS) for the proposed Washington Park Arboretum Master Plan proposed by the Arboretum and Botanical Gardening Committee. This Master Plan is proposed to replace the current 1978 Master Plan, and is intended as a 30-year plan.

This Monday Night at 8 PM I will be appearing on KOMO ( Channel 4) TV’s “Town Hall” Show for a live panel discussion on the above topic. Others on the panel will be, Former Governor Mike Lowry (who called the special legislative session to publicly finance the Mariner’s baseball stadium), Rep. Steve Van Luven (a leading legislator promoting the stadium legislation), and County Council Member Greg Nickels (a leading County Council Member advocate for the Mariner’s stadium).

There are two public design workshops currently scheduled. The first will be Tuesday on April 27th, from 5:00-8:00 p.m. at Sand Point (7400 Sand Point Way NE). There will not be any formal presentations so you can drop by anytime during those hours. The design team will have three options for a Magnuson Park Design for discussion. They all include approximately 43 acres for athletic fields, an off leash area and significant wetland restoration.

The legislation amending the Revised Code of Washington on Metropolitan Park Districts (MPD) has passed both houses. The house version will be going to the Senate where two critical amendments still need to be made before a final vote is taken.

The City Council agreed with the Mayor to fund the Elevated Transit Company (ETC), the body formed by the initiative to pursue the Monorail, for 1999 for another $50,000. This is conditioned on ETC matching it with $61,000 of outside funds. The ETC still has $85,000 of available funds left over from the City’s initial $200,000 contribution to it in 1998.

On October 19, eight of nine City Council Members co-signed a letter to the Seattle Bid Committee stating that we could not support a resolution in favor of a bid for the 2012 Olympics. Portions of the letter are reprinted below. . In the end, it was a Council consensus opinion. In fact, because of a lack of support, it didn’t even came up for a vote. No Council Member was willing to sponsor a resolution endorsing the Olympics.
